| 内容記述 | 本稿は、フランスにおけるcovid-19感染拡大に伴う外出制限令のもとでのDV被害者支援を紹介し、2020年2月下旬から3月上旬にかけて実施した調査を参照しながら、「国家のフェミ ニズム」としての政府とアソシアシオンの協働を検討する。 現在、アソシアシオンはフランス政府に対してオブザーバーの役割を果たしている。2019年 に実施された「グルネル」は、アソシアシオンと政府の協議である。この官民挙げての討議があっ たからこそ、フランス政府と2020年3月下旬から速やかにDV被害者支援およびDV防止対策を打ち出すことができたと言えよう。ここにフランスの「国家のフェミニズム」のひとつの形を見ることができる。とはいえ、両者の協動は一朝一夕に成立したわけではない。1970年代には女性運動と政府の あいだには距離があった。しかし、1980年代になると女性権利省が創設されると、リクルートされた女性運動の活動家たちは女性の権利に関わる政策の立案に関わっていく。1970年代では緊張関係にあったフェミニストと国家は、国家の側がフェミニズムの観点を取り入れたことから協働関係に入っていく。「国家のフェミニズム」は、フェミニズムが政治のひとつの立場となり一定の位置を占めるに至ったことを示している。アソシアシオンと政府の協働は、フランスにおける民主主義の実践のひとつである。暴力が人権侵害を引き起こし、被害を受けるひとの尊厳を損なうという認識は、アソシアシオンと政府の間で共有されている。この認識は、暴力によって権利を侵害されたひとの権利回復を目指す支援と法整備を方向づけるものである。 This article aims to examine the cooperation for the protection of the victims of domestic violence between the associations and the French Government in context to the state feminism, referring on the interviews to the people concerned. In France, the associations become the members of the board of the government on specific issues. In 2019 September, the government had organized a grand discussion at the inter ministerial level and the association-government level, called the "Grenelle". By the grace of this discussion, the French government has taken immediate measures for the protection of victims and the prevention of domestic violence under covid-19 lockdown. We can see a form of the state feminism. The cooperation between the goverment and the associations had done in a short time. In 1970's, there had been distance between the movement of women's liberation and the government. But in 1980's, after the creation of the Minister of Women's rights, the government has recruited the feminists as functionar and they have drafted laws for the protection of women's rights. The recognition of the government on women's rights has pushed the gender based administrations. The state feminism in France indicates that the feminism is accepted as a political position which must be considered in the administration. The relationship between the society and the government is a practice of th democracy. The common reconnaissance on violence as the invasion on human rights and human dignity between the parties shows the direction of protection of the women victims of domestic violence. | |||||
