| 内容記述 | 本稿では、2018年9月から2019年9月に行ったDV被害者支援に関するインタビューをもとに、フランスでの配偶者間暴力(以下DVと略)被害者支援の現在と、政府とアソシアシオンの協働について、紹介と分析を行う。フランスでは、配偶者または元配偶者によって殺害される女性被害者数が高止まりしている。 政府はこの状況を憂慮し、DVを女性差別に基づく「女性への暴力」と位置づけ、さまざまな対策 を打ち出している。政府機関MIPROF、アソシアシオンのFNCIDFFおよびプランニング・ファミリアルの担当者とのインタビューは、フランス政府とアソシアシオンの協働に、女性の権利の保護を含むフラ ンスの社会政策の特徴があることを示している。アソシアシオンは、被害女性にさまざまな支援プログラムを提供しており、政府は、アソシアシオンの要望を受けて、被害者支援計画を策定し、法改正を行っている。法の改正により、DV被害者の権利をめぐる状況整備は少しずつ進んでいる。家賃に関する連 帯責任の免除を盛り込んだ2018年11月23日法第2018-1021号は、被害者の避難への障壁を取り払うことが期待される。女性への差別がない社会を目指すには、政治のイニシアティヴと強制力を持つ法が必要である。政府は、DVを女性への差別が引き起こす暴力と位置づける。女性の権利の侵害としての「女性への暴力」という認識は、ひとが平等に人権を享受する社会の実現に向けたフランス政府の方針を明らかにすると言えよう。 This article aims to make clear the French strategies in order to eradicate and prevent the violence against women, and the contribution of the women's associations in the protection of the women in the violence of their partners. In France, we have seen a high stagnating number of the women who had been killed by one's husbands. The French government situates domestic violence (DV) as “the violence against women" based on the discrimination against women in French society and promote the policy to terminate the infringement of women's rights. The interviews to the persons who work in the policy making and the practices of the accompaniment to the women victims of DV, indicates that the cooperation of the association and the government is one of the characteristic of French social policy in the protection of the women's rights. The associations offer to women victims the various services and activities. With the associations' demand on the efficient support for women victims, the government has promoted the plan on the protection of the victims and the abolition of DV and the amendments of laws. The law amendment improves gradually the condition of rights of women under control by DV. The law 2018-1021 at November 23, 2018 on housing, which exempts the obligation of solidarity of house rent, makes victims easier to evacuate from the violent partners. Toward the non-discriminative society against women, the political initiative and the law with the force are also necessary. The government situates DV as the violence caused by the discrimination against women. The words of “violence against women" makes clear the French government policy toward the society in which people have equally human rights. | |||||
