| 内容記述 | This paper examines the system and practice of school social work in Germany to obtain constructive suggestions for the such work in Japan. Since the American concept of school social work was introduced in Germany in the 1970s, school social workers have been widely disseminated throughout Germany. However, in the early 1900s, a German “social pedagogue" performed works similar to that by today's school social workers and engaged in social education welfare for the young outside school. However, the definition of school social work in Germany has changed according to the educational system reforms that occurred during the 1970s. In addition, since the authority of educational administration belongs to the federal government and not the state, institutions of school social work in Germany widely differ with regard to titles, employment status, and obligations, even though their legal basis relies upon the federal government's Child and Youth Welfare Act as well as the law at the state level. Therefore, this paper also outlines the German school social work system, relates how such work in Germany has developed into its present condition, and points out current problems based on an interview with a school social worker in Nordrhein-Westfalen, Germany. | |||||||||||
