| 内容記述 | In this paper, I discuss some problems with distributing donations to victims. These problems concern the range of the recipient, the distribution ratio, the constitution of the distribution committee. and the distribution of office work. I have stated the conventional characteristics of the recipient range in this paper. 1. A person or household is chosen as a recipient if the residence is damaged or there is a death in the family. 2. An object of institutional support is the same as the recipient of the contribution. 3. Donation groups raise contributions without defining the word victims. 4. In the Taisho era, the government got donation, and victims did not get any money from donation groups or the government. The government allotted a donation for the relief costs such as supplies or the housing. 5. Contributions to helping organizations are a different category than direct donations to victims. | |||||
