Esping-Andersen defined it as familialism, with Japan being classified as having a strong conservative form of it. He indicates that low birth rate may be caused by welfare state familialism. However, Japan has not been able to currently maintain familialism due to the economy's recession, which makes it difficult for families to support themselves. Masahiro Yamada and Emiko Ochiai, Japanese family sociologists, contend the same hypothesis; however, this hypothesis inspection is still insufficient. I used the indicators of de-familialization and the intensity of family welfare provision, which Andersen suggests, as one attempt to inspect this hypothesis while performing a cluster analysis of Japan's prefectures. In the analysis study, research shows that some of the indicators, such as childcare service expenses (% of GDP), daycare coverage (public), are very important to de-familialization. While in France, which is also conservative like Japan, a de-familialization strategy was adopted and female labor force participation rate enhances this strategy, its TFR(Total Fertilization Rate) was able to rise to a stable contribution. The results of the cluster analysis show that even in Japan, as in France, a progressive de-familialization and higher female labor force participation rate will enable the TFR to rise. However, differences were also found within the theory of Andersen. For Japanese society, unemployed young people living with their parents is not considered a deterrent as it is in Europe; rather, it is effective.
