| 内容記述 | The great disaster brings the superior serious damage. Each organization corresponding to such damage is in danger of response capability being destroyed. In the most serious situation, all emergency organizations encounter the big damage, and no one can be active autonomously. At the same time, the requests to emergency operations increase drastically. How can they continue actively under this situation? This is the problem of this study. One of the solutions for this problem is to cooperate with each other temporarily. This, so called unified command, is to command the staff belonging to the different organization as one team. But it has been said that this kind of command was impossible in Japan. However, there are the activity results called "the Japan Disaster Relief Team rescue team" in our country. This is a combined team consisting of the staff of the Japan Coast Guard (JCG), Fire and Disaster Management Agency (FDMA) and the National Police Agency (NPA). In this study, I researched about the possibility / impossibility characteristics of the unified command by a questionnaire as an example for a general member. I found the following in conclusion. 1) In S&R period, they deal for increase of the work load in both quality and quantity. 2) The combined team consisting of police and firefighting can be organized. 3) The combined team can be connected with the command post as a current way. | |||||
