| 内容記述 | The,goal,of,this,paper,is,to,examine,the,era,of,the,coalition,government,and,system,reforms,since,the,beginning,of,the,1990s,to,determine,whether,there,has,been,a,shift,from,"Bureaucratic Leadership",to,"Political Leadership.",Based,on,a,research,survey,targeting,highranking,bureaucrats,we,clarified,the,trends,in,the,political-administrative,relations,as,acknowledged,by,the,high-ranking,bureaucrats,themselves.,Through,this,survey,we,learned,the,following:,1.,High-ranking,bureaucrats,are,aware,that,they,are,the,individuals,with,the,most,influence,in,policymaking,processes.,At,the,same,time,however,they,recognize,the,power,of,Diet,deliberations,in,forming,policies,and,also,recognize,the,influence,of,the,leaders,and,policyforming,agencies,of,the,ruling,party.,2.,An,important,role,of,high-ranking,bureaucrats,is,to,make,frequent,contact,with,the,leaders,and,policy-forming,agencies,of,the,ruling,party,and,to,request,cooperation,in,the,implementation,of,policies,that,they,themselves,have,designed.,3.,High-ranking,bureaucrats,are,aware,that,persons,in,their,position,have,played,a,leading,role,in,policymaking,processes,in,Japan,since,the,end,of,WWII,and,that,this,is,still,the,case,today.,The,degree,and,quality,of,the,leadership,of,high-ranking,bureaucrats,however,differs,depending,on,the,type,of,policy,involved,and,the,stage,of,policymaking,process,it,is,at.,That,is,to,say,the,influential,actors,and,the,forms,that,their,actions,take,will,differ,for,each,type,of,policy,and,at,each,stage,of,those,policymaking,processes,as,will,the,form,of,the,political-,administrative,relations.,4.,High-ranking,bureaucrats,are,aware,that,the,influence,of,bureaucracies,is,decreasing,and,that,their,power,is,shifting,to,politicians.,In,order,to,maintain,the,influence,of,bureaucratic,systems,bureaucrats,must,aspire,to,become,"Political bureaucrats",and,to,establish,a,system,that,integrates,politics,with,bureaucracies. | |||||||||||
